That prediction, from Cloudflare CEO Matthew Prince, isn’t just another AI soundbite from SXSW. It forces a deeper question: what happens to a network built for humans when machines become the primary users?

In this piece we’ll unpack what Cloudflare is really signalling, who stands to win or lose from a bot‑majority internet, how this ties into the AI agent boom, and why Europe has more leverage over this future than it might realise.

According to TechCrunch’s report from SXSW 2026, Cloudflare CEO Matthew Prince expects automated bot traffic to exceed human traffic on the public internet by 2027. He ties this shift directly to the rapid rise of generative AI and AI “agents” that browse the web to answer user queries or carry out tasks.

Prince said that before the current AI boom, bots made up roughly 20% of internet traffic, with search engine crawlers—especially Google’s—responsible for a large share. Outside of a handful of reputable crawlers, most other bots were associated with abuse and scams.

Now, AI agents can visit thousands of pages in the time a human might visit a handful, dramatically increasing load on websites. Prince argued this will demand new infrastructure, such as disposable sandbox environments that can be spun up per task, and extensive investment in data centres. Cloudflare, which provides networking, security and bot‑mitigation tools for around one‑fifth of all websites, is positioning itself as a core provider for this AI‑driven traffic surge.


3. Why this matters

If bots really overtake humans by 2027, the internet’s basic economics and power structure shift in at least four ways.

1. Server bills rise faster than revenue.
Human visitors can click, subscribe, or buy. Bots rarely pay. If AI agents start hitting 1,000× more pages than the human who triggered the request, many sites—especially smaller publishers and SaaS tools—will see higher bandwidth and compute bills without corresponding income. That is effectively a hidden tax on being part of the open web.

2. “Polite” bots start to look like slow‑motion DDoS.
This isn’t classical attack traffic; it’s legitimate HTTP requests from major AI vendors’ crawlers or user agents. But infrastructure can’t tell intention from load. If you need Cloudflare‑scale protection to stay online, the balance of power tilts further toward large intermediaries and hyperscalers.

3. Metrics and marketing assumptions break.
Analytics stacks that were built assuming a minority of bot traffic will become almost meaningless out of the box. If most hits are machines, how do you calculate conversion rates, engagement, or audience size? Ad‑tech—already shaky—faces a fresh credibility crisis. Every marketer will claim they’ve “filtered bots”, but filtering will get much harder as AI agents mimic human behaviour more closely.

4. Ownership of content becomes a live economic fight, not a philosophical one.
Publishers tolerated search crawlers because they sent traffic back. AI agents flip that equation: they can ingest content, answer the user directly, and never send a click. Cloudflare, of course, benefits from much of this. More bot traffic means more demand for its CDN, security, and bot‑management tools. But Prince’s comment also reflects something structural: AI is turning the open web into the raw substrate for machine‑to‑machine computation, and nobody has really priced that in yet.


4. The bigger picture

Prince frames AI as a “platform shift” comparable to the move from desktop to mobile. That’s accurate—but incomplete. The more useful comparison is the rise of search engines in the early 2000s.

Back then, Google’s crawler changed how sites were built and monetised. Robots.txt became a norm. SEO turned into an industry. A few big, well‑behaved bots set the rules of engagement.

Today’s AI wave is the chaotic sequel:

  • Instead of a handful of dominant crawlers, we have a swarm: OpenAI, Anthropic, Google, Meta, Perplexity and countless smaller players building scrapers and browser‑based agents.
  • Instead of indexing pages to send clicks back, models ingest content to answer questions directly. Lawsuits like The New York Times vs. OpenAI and Microsoft show how fiercely that shift is being contested.
  • Instead of one‑off crawls, we’re moving toward continuous, task‑driven agents that behave like power users on steroids—clicking, scrolling and interacting in ways that blur the line between automation and human behaviour.

At the same time, every big cloud and CDN provider is positioning itself as the execution layer for this new traffic. Cloudflare talks about on‑demand sandboxes. AWS has its own serverless and agent‑oriented tooling. Microsoft is building deeply integrated AI agents around Windows and Office, which will also hit the web hard.

The structural trend is clear: the “users” of the internet are increasingly other machines; humans become the prompt‑givers at the edge. That doesn’t kill the web, but it changes its character from a public square to an API substrate. The companies that control the pipes, the identity layer, and the training data pipelines will define the rules.


5. The European / regional angle

For Europe, a bot‑majority web is both a risk and an opening.

On the risk side, European publishers and SMBs face the same cost squeeze as their U.S. counterparts, but with thinner margins and less venture capital cushioning the blow. A Slovenian SaaS startup or a Croatian news site cannot easily absorb a sudden spike in bot traffic from global AI agents. Many will quietly turn to U.S. intermediaries like Cloudflare simply to stay online, deepening transatlantic dependency.

Regulation, however, gives the EU leverage others lack:

  • GDPR already governs how logs and IP data are processed; distinguishing human from bot without intrusive tracking will be a major challenge for compliance‑minded companies.
  • The Digital Services Act (DSA) pushes platforms toward more transparency around automated systems and recommender logic. Extending that mindset to AI crawlers—e.g. mandatory disclosure of training and inference bots, standardised identification headers—would be a logical next step.
  • The incoming EU AI Act introduces obligations around training data provenance, opt‑out mechanisms and respect for copyright. That can push AI vendors toward licensed APIs and curated European datasets instead of blind scraping.

This is also an opportunity for regional players: European CDNs, hosting providers and security firms can differentiate on compliant bot management—"we keep your site fast, legal and human‑first"—rather than just raw scale. Berlin, Madrid, Ljubljana or Zagreb‑based startups that solve this elegantly could find themselves embedded deep in the new AI infrastructure stack.


6. Looking ahead

If Prince’s 2027 timeline is even roughly correct, the next 18–24 months will be noisy.

Expect three developments in particular:

  1. From scraping to structured access.
    Major publishers, cloud providers and AI labs will increasingly move from tolerating generic crawlers to offering metered APIs with rate limits and pricing. “If your agent wants our content, it talks to our API” will replace “just hit our HTML until it breaks”. Legal pressure in Europe will accelerate this.

  2. An identity and reputation layer for traffic.
    Today’s CAPTCHAs are already breaking down. The next phase will be device attestation, behavioural signals and cryptographic tokens that attest “this is a real user” without revealing who they are. The danger: whoever controls that layer—Cloudflare Turnstile, big browsers, or mobile OS vendors—gains gatekeeping power over what counts as human.

  3. A harder line on unwanted bots.
    As costs mount, more sites will simply block entire categories of AI agents at the edge. Some will go further and serve degraded or obfuscated content to unknown bots. This will fragment the training data landscape and privilege companies that can sign explicit data‑sharing deals.

The big unknown is how end‑user behaviour adapts. If people begin to rely heavily on personal AI agents—for shopping, travel planning, legal advice—then the human layer of the web will shrink in relative importance even if absolute human usage keeps growing. That would cement the machine‑majority internet as the new normal.


7. The bottom line

Cloudflare’s warning is less about doomsday and more about power: as bots become the dominant “users” of the web, control shifts to whoever manages, authenticates and monetises that traffic. If we sleepwalk into that future, smaller sites and independent creators will bankroll an AI boom that largely bypasses them.

The real question for policymakers, founders and publishers is simple: do we redesign the web so that humans remain the primary stakeholders—even in a machine‑heavy world—or do we let the infrastructure vendors and AI labs quietly decide that for us?
