In this piece, we’ll look beyond the headline contracts: why the Pentagon is moving so aggressively, what it means when cloud and model vendors become critical military infrastructure, how the Anthropic standoff is reshaping AI ethics in defense, and why Europeans should pay much closer attention than they currently do.
2. The news in brief
According to TechCrunch, the U.S. Department of Defense has signed new agreements with Nvidia, Microsoft, Amazon Web Services and a smaller player, Reflection AI, to deploy their AI hardware and models on highly classified networks.
These deals come on top of earlier arrangements with Google, SpaceX and OpenAI. Together, they allow the Pentagon to run modern AI systems inside so‑called Impact Level 6 and Impact Level 7 environments – some of the most sensitive security classifications for U.S. defense data and systems.
The department frames this as part of its push to become an “AI‑first” military, focused on faster decision‑making across all domains of warfare. It also stresses that the architecture is designed to avoid dependence on any single vendor.
The acceleration follows a public dispute with Anthropic, which resisted unrestricted military use of its models; the two sides are now in court. Separately, the Pentagon says more than 1.3 million personnel have used its GenAI.mil platform for non‑classified generative AI tasks.
3. Why this matters
These contracts formalise what has been obvious for years: the world’s dominant AI vendors are becoming de facto defence contractors, whether they like it or not.
Winners and losers. Hyperscale cloud providers and Nvidia are clear winners. Access to IL6/IL7 workloads means long‑term, high‑margin contracts and influence over future military doctrine. The Pentagon, in turn, gets access to state‑of‑the‑art models and infrastructure without attempting to build a full AI stack itself.
The short‑term loser is Anthropic, which is discovering how expensive an ethical red line can be when your largest customer is the U.S. government. But there’s a subtler loser: the notion that AI labs can fully dictate the terms on which their models are used. The Pentagon is signalling that if one vendor insists on strong guardrails around surveillance or autonomous weapons, it will simply route around them.
Vendor lock‑in and power. Officially, the DoD talks about “avoiding lock‑in” by diversifying suppliers. In practice, this creates a small cartel of U.S. AI giants that will collectively shape what “responsible military AI” looks like. Once workflows, training data pipelines and decision‑support systems are built on their platforms, swapping them out will be politically and operationally painful.
Operational and ethical risk. Moving AI into classified networks is not just about chatbots for staff officers. It’s about fusing sensor data, targeting information and battlefield intelligence at machine speed. The line between “decision support” and “effective autonomy” in weapons systems can blur very fast. Without transparent oversight, the risk is that safety and accountability are quietly traded for speed.
4. The bigger picture
This announcement slots into at least three larger trends.
1. The militarisation of enterprise AI. What started as productivity tooling – cloud GPUs, LLM APIs, vector databases – is now being hardened for kinetic use. The same Microsoft and AWS environments European banks or hospitals use are being adapted to run war‑fighting algorithms. That convergence makes future export controls, cyber‑attacks and sanctions far more complex: is taking down a cloud region an attack on civilian infrastructure, military capability, or both?
2. The second coming of the cloud wars. A decade ago, the JEDI and JWCC contracts turned cloud providers into core defence suppliers. AI is the next layer of that stack. Whoever controls the AI toolchain for IL6/IL7 – model deployment, fine‑tuning, monitoring, red‑teaming – locks in not only compute revenue but also data gravity. That data, in turn, improves future models, creating a compounding advantage.
3. Ethics versus state power. The Anthropic fight is a direct descendant of earlier controversies like Google’s Project Maven, where employee pushback slowed the company’s military ambitions. The difference in 2026: generative AI is far more central to corporate business models than specialised computer vision ever was. It will be harder for firms to walk away from defence money without hurting their core valuation story.
Meanwhile, states are becoming more assertive. If the U.S. security establishment concludes that certain AI capabilities are strategically essential, it will use every tool – funding, regulation, classification, even legal pressure – to secure them. The Pentagon’s willingness to label Anthropic a “supply‑chain risk” before being checked in court is a preview of that playbook.
5. The European / regional angle
For Europe, this is not a distant American story; it’s a blueprint for NATO’s future digital backbone – and Europe currently doesn’t own the key components.
Most European militaries already rely heavily on U.S. cloud and hardware suppliers. As Washington moves AI deeper into IL6/IL7 environments, the pressure will grow for allies to align architectures, interfaces and even doctrine, simply to remain interoperable. That alignment will naturally favour the same U.S. vendors.
At the same time, the EU is finalising the AI Act, which is strict on high‑risk civilian AI but largely carves out national security and defence. That creates a regulatory paradox: a European fintech deploying a recommendation algorithm faces heavier transparency obligations than a defence ministry plugging proprietary U.S. models into targeting support.
There are European alternatives – from cloud players like OVHcloud or Deutsche Telekom to defence‑focused analytics firms such as Palantir’s European rivals – but they lack the scale and GPU access of Nvidia‑powered hyperscalers. Without a coordinated industrial policy, European defence AI risks becoming a systems‑integration business on top of U.S. platforms.
For smaller states from Slovenia to Croatia, this matters twice over. They will be standard‑takers in NATO‑level AI architectures, while also trying to uphold strong GDPR traditions and public scepticism towards opaque surveillance technology.
6. Looking ahead
Expect three developments over the next 24–36 months.
1. From pilots to doctrine. Right now, much of “AI in defence” is framed as experimentation: wargaming, planning tools, document analysis. Once systems run reliably on IL6/IL7, the temptation will be to embed them in real‑time command chains – routing logistics, recommending manoeuvres, flagging targets. That is when questions about accountability, bias and escalation risk move from academic papers into rules of engagement.
2. More contracts – and more clashes. The Pentagon will keep adding vendors to maintain its narrative of diversity. But the Anthropic dispute has set a precedent: labs that try to enforce hard no‑go zones (for example, around autonomous weapons) may face not just lost business but also political and legal blowback. Expect more nuanced approaches: differential access tiers, “trusted ally” programs and government‑approved safety regimes.
3. Regulatory whiplash. Legislators in Washington, Brussels and national capitals are only beginning to grasp what AI‑mediated warfare looks like. We will likely see a patchwork of initiatives: export controls on military AI chips, voluntary safety frameworks, NATO guidelines on human control, and perhaps UN‑level efforts on autonomous weapons. None of this will move as fast as model capability, which means for years the effective rules will be written in procurement offices, not parliaments.
For companies, the opportunity is enormous but so is the reputational risk. Today’s “AI‑first warfighter” branding could age badly if a future incident exposes catastrophic model failure or misuse.
7. The bottom line
By wiring Nvidia, Microsoft, AWS and others directly into its most sensitive networks, the Pentagon is turning commercial AI into core war‑fighting infrastructure. That may be strategically inevitable, but it concentrates extraordinary power in a handful of vendors and pushes ethical debates into closed, classified rooms.
For European policymakers and technologists, the real question is no longer if militaries will adopt AI, but who will control the stack and the rules around its use. Do we want those choices made solely in Washington and Silicon Valley – or at least partly in Brussels, Berlin and Ljubljana as well?
